CONTRACT SPECIFICATION

6. Contract description
The proposed works shall be made on the basis of Works Contract concluded
between Contracting Authority and Contractor in accordance with
Federation Internationale des Ingenieurs-Conseils (FIDIC) - Conditions of
Contract for Construction for Building and Engineering Works Designed by
the Employer, the first edition 1999 («The FIDIC Red Book»).
The proposed works shall be made for this project consisting of three
interrelated Works sections:

1. Upgrading of Waste Water Treatment Plant (WWTP) Jihlava, which
consists of reconstruction and enhancement of existing facilities of
WWTP Jihlava (initial designed capacity - 99,920 p.e.) - mechanical
pre-treatment, inlet pumping station, primary and secondary
treatment and blower plant of WWTP. Sludge management including
construction of a new sludge incineration plant will be completely
reconstructed - RAS chamber, mechanical thickening of primary and
secondary sludge, sludge and biogas treatment. The Works shall
involve the control room and control system of operation of the
whole WWTP, too.
2. Connection of municipalities Antonínův Důl and Pávov to WWTP
Jihlava, which consists of construction of a new separate sewer
system (stormwater sewers and foul sewers including pressure
sections and pumping stations) in these Jihlava City suburbs and of
trunk sewer connection of the foul system to the existing sewage
system and WWTP of the City of Jihlava (DN 50 - 600 with total
length 13,8 km).
3. Rehabilitation of trunk sewers of the City of Jihlava, which
consists of reconstruction at determined sections of trunk sewers,
construction of new trunk sewers including some detailed waste water
collecting system in the City of Jihlava suburbs and including
particular objects on sewer network (diameter especially DN 250 -
1600 with total length 12,2 km).

7. Number and titles of Lots
Single Lot and single Works contract.

CONDITIONS OF PARTICIPATION

8. Eligibility and rule of origin
Participation is open on equal terms to all natural and legal persons
[participating either individually or in a grouping (consortium) of
tenderers] of the Member States and the countries and territories of the
regions covered and/or authorized by the Regulation or other specific
instruments applicable to the programme under which the contract is
financed (see also item 21 below). All goods provided for this contract
must originate in these countries.

9. Grounds for exclusion
Tenderers must provide a declaration that they are not in any of the
situations listed in Section 2.3 of the Manual of Instructions for
External Relations contracts (available from the following Internet
address: http://europa.eu.int/comm/europeaid/home_en.htm).

10. Number of tenders
Tenderers (including firms within the same legal group, other members of
the same consortium, and sub-contractors) may submit only one tender for
identified single Lot. Tenders for parts of a single Lot will not be
considered. Any tenderer may state in its tender that it would offer a
discount. Tenderers must not provide a tender for a variant solution in
addition to their tender for the works required in the tender dossier.

11. Tender guarantee
Tenderers must provide a tender guarantee of 75 000 EUR when submitting
their tender. This guarantee will be released to unsuccessful tenderers
once the tender procedure has been completed and to the successful
tenderer(s) upon signature of the contract by all parties.

12. Performance guarantee
The successful tenderer will be requested to provide a performance
guarantee of 10 % of the contract value in euro when countersigning the
contract. This must be delivered within 30 days after receipt by the
tenderer of the contract signed by the Contracting Authority. If the
selected tenderer fails to provide such a guarantee within this period,
the contract will be void and a new contract may be drawn up and sent to
the tenderer which has submitted the next lowest, compliant tender.

13. Information meeting and/or site visit
Information meeting for prospective tenderers and site visits will not be held.

14. Tender validity
Tenders must remain valid for a period of 90 days after the deadline for
submission of tenders.

15. Maximum delivery period
The Works shall be finished by October 31, 2006 (date of taking over of
last part of the completed Works by the Contracting Authority).

SELECTION AND AWARD CRITERIA

16. Selection criteria
Tenders should be submitted only by the companies and natural persons (as
a prime contractor or as all partners of Joint Venture/Consortium
together) meeting the minimum qualifying criteria including, but not
limited to:
1. Tenderer is able to give evidence of experience in execution of
works of at least 2 projects of a similar nature and capacity
comparable to the tendered works and of a cumulated amount of at
least 5 000 000 EUR during last 10 years. One project shall concern
reconstruction of WWTP. The other one shall concern construction or
reconstruction of trunk sewer.
2. Tenderer has long term and successful experience (references in
the last 10 years) in the sector «Waste water collection and
treatment».
3. Tenderer is able to provide WWTP technology plant supply and
assembly with qualified company, which supplied technology plant for
at least 2 WWTP of a similar capacity with good and reliable
operation during last 10 years.
4. Tenderer's annual turnover in construction works for the last three
closed financial years 2000, 2001, 2002 should exceed 30 000 000 EUR.
5. Tenderer has an access to credit line, which should exceed 3 000 000 EUR.

upon payment of 1 000 EUR, which excludes courier delivery. The payments
shall be sent to the bank account of the Czech Savings Bank Joint Stock
Company, Jihlava (Česká spořitelna a.s., Jihlava) No. 1682343223/0800 and
they shall be marked by specific symbol 9999. Tenderers will obtain the
tender dossier after sending out of application with attached
confirmation of 1 000 euro payment to the address of Implementing Agency
(see above) or to facsimile telephone number +420 272 936 597. Tenderers
will obtain the post delivering tender dossier within 7 days after their
applications receiving by Implementing Agency. Tender dossier is also
available for inspection at the premises of Implementing Agency at above
mentioned address during working days from 8.00 to 12.00. Tenders must be
submitted using the standard tender form included in the tender dossier,
whose format and instructions must be strictly observed.

(mentioning the Publication reference shown in item 1) at least 21 days
before the deadline for submission of tenders given in item 19. The Water
Mains and Sewerage Union of Jihlava Region (Svaz vodovodů a kanalizací
Jihlavsko) must reply through Implementing Agency to all tenderers'
questions at least 11 days before the deadline for submission of tenders.
