Contract description The project aims at modernization of the Záboří - Přelouč railway line section which is part of railway corridor I in the CR, i.e. multi-modal corridor IV - Berlin - Praha - Brno - Břeclav - Vienna. The works to be undertaken include modernization of the line section 18,5 km long i.e. reconstruction of the railway superstructure and substructure, drainage, catenary, platforms including pedestrian underpasses, new construction of anti-noise walls (9,6 km), extension of station building in Záboří nad Labem and construction of a new station building in Řečany nad Labem, re-alignment of the track 1,18 km long, 11 railway bridges reconstruction, new construction of 2 railway bridges and construction of 1 road bridge (fly-over). Delivery of the signalling equipment does not make a part of the tender and will be financed exclusively from the financial means of the Czech Republic. 7. Number and titles of Lots One single Contract CONDITIONS OF PARTICIPATION 8. Eligibility and rule of origin Participation is open on equal terms to all natural and legal persons [participating either individually or in a grouping (consortium) of tenderers] of the Member States and the countries and territories of the regions covered and/or authorised by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also item 21 below). All goods provided for this contract must originate in these countries. 9. Grounds for exclusion Tenderers must provide a declaration that they are not in any of the situations listed in Section 2.3 of the Manual of Instructions for External Relations contracts (available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm) 10. Number of tenders Tenderers (including firms within the same legal group, other members of the same consortium and subcontractors) may submit only one tender for the Works. Tenders for parts of a Works will not be considered. Tenderers may not provide a tender for a variant solution in addition to their tender for the works required in the tender dossier. 11. Tender security Tenderers must provide the tender security of 40 000 000 CZK or equivalent amount in EUR at the rate issued by the Czech National Bank for the date 28 days prior to the deadline for submission of tenders when submitting their tender. This guarantee will be released to unsuccessful Tenderers once the tender procedure has been completed and to the successful Tenderer upon signature of the contract by all parties. 12. Performance security The successful Tenderer will be requested to provide a performance security of 10% of the contract value in CZK when countersigning the contract. This must be delivered within 30 days after receipt by the Tenderer of the contract signed by the Employer. If the selected Tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the Tenderer which has submitted the next lowest, compliant tender. 13. Information meeting and/or site visit No information meeting is planned. 14. Tender validity Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Maximum delivery period The time for completion of the Works shall be 19 months after the date of commencement. SELECTION AND AWARD CRITERIA 16. Selection criteria The capacity to execute similar contracts, registered firm capable of carrying out the specified Works. Tenderers shall have the ability to carry at least 50 % of the contract works by their own means; Quality Assurance System; Experience of Site Manager 10 years, key personnel 5 years; properly prepared work schedule. An annual turnover of construction works during each of the previous 3 years in average equivalent or higher than 200 % of the Tender price. 17. Award criteria Price TENDERING 18. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed. The Employer must reply to all tenderers' questions at least 11 days before the deadline for submission of tenders. 19.
